Non-visa status individuals, under the law in Illinois, who are not able to get a Social Security number may apply for a Temporary Visitor Driver’s License (TVDL). In order to do so, they need to make an appointment at one of the designated Illinois Secretary of State facilities.


At their appointment, they will need to provide the necessary documentation that verifies their legal name, current address, date of birth, written signature and show they have lived in Illinois for at least one year. Every applicant is required to fill out a Verification of Residency form and must also pass the vision, written and road examination tests. Then they will need to certify under penalty of perjury that they are ineligible to receive a social security number.


If granted the TVDL, it will be mailed to the applicant. The TVDL holder will need to have current liability insurance in order for the TVDL to be valid. A TVDL is issued for three years and the applicant will need to reapply once it expires.
